Article 3 The term “construction waste” as mentioned in these regulations refers to land excavation, road excavation, building demolition, building construction and residents’ construction, reconstruction, expansion and demolition of various buildings, structures, roads, engineering pipelines, etc. Slag, soil, discarded materials, soil (slurry) and other wastes generated during the house decoration process. Article 4 The disposal of construction waste shall follow the principles of reduction, harmlessness, resource utilization, industrialization and whoever generates it shall bear the responsibility for disposal. Article 5 The people's governments of cities, counties (cities) and Fengfeng Mining Area shall incorporate construction waste disposal into the medium and long-term planning of circular economy development, and promote the comprehensive, recycling and harmless disposal of construction waste. Article 6 The urban management administrative department of the Municipal People's Government is the competent department for construction waste disposal management in this city. It is responsible for handling the approval of construction waste disposal in the main urban area, organizing, coordinating, supervising and inspecting the city's construction waste disposal management, and investigating and punishing illegal disposals in accordance with the law. Construction waste behavior.
The urban management administrative departments of the people's governments of counties (cities) and Fengfeng Mining District are responsible for the supervision and management of construction waste in their respective administrative areas.
Relevant administrative departments such as public security, transportation, construction, and environmental protection shall assist in the supervision and management of construction waste disposal in accordance with their prescribed responsibilities. Article 7 The relevant functional departments of the Municipal People's Government shall provide policy support or financial subsidies through various methods to the technological progress and energy-saving renovation projects of construction waste recycling enterprises. Article 8 The municipal construction administrative department shall actively promote construction waste recycling products and stipulate the usage ratio of construction waste recycling products based on the amount of construction waste generated.
The construction engineering design unit shall design the construction plan in accordance with the usage ratio of construction waste recycling products stipulated by the municipal construction administrative department.
The construction unit shall strictly comply with the requirements for the proportion of construction waste recycling products in the construction plan.
Construction waste that cannot be recycled should be transported to designated construction waste disposal sites for processing. Article 9 Construction and construction units shall use construction waste recycling products that comply with national building materials standards or industry standards. In accordance with relevant policies and regulations, the special fund for new wall materials will be refunded on a proportional basis. Article 10 The construction and construction units of road projects shall give priority to the use of construction waste as roadbed cushion. Article 11 When a construction project is completed and accepted, the usage ratio of construction waste recycling products shall be disclosed. Article 12 Units that generate construction waste shall submit a written application for disposal approval to the urban management administrative department before the start of the project.
No unit or individual may dispose of construction waste without authorization. Article 13: The urban management administrative department shall verify the quantity and type of construction waste within five working days after receiving the application for approval of construction waste disposal, and make a decision on whether to approve the application. If approved, a construction waste disposal approval document shall be issued; if not approved, the applicant shall be informed in writing and the reasons shall be explained.
Construction and construction units should bring relevant materials to the urban management administrative department to handle the procedures for clearing and transporting construction waste five working days before discharging construction waste. Article 14 Units that generate construction waste shall promptly dispose of construction waste during project construction to prevent environmental pollution. Article 15 If construction waste needs to be used in greening projects, municipal projects, construction projects, low-lying land and other projects, the receiving unit shall submit a written application to the urban management administrative department with valid documents such as land ownership certificates, and the city shall The management and administrative departments shall make unified arrangements for the use of construction waste. Article 16 Construction waste generated by decoration and decoration of units and street-facing stores shall take measures to prevent pollution, and timely submit a disposal application to the urban management administrative department. The urban management administrative department shall organize a professional team to transport it to the construction waste disposal site for unified disposal. .
Construction waste generated from sporadic decoration or maintenance of houses, etc., should be piled up at the temporary construction waste storage point designated by the property service company or the sub-district office, and a disposal application should be submitted to the urban management administrative department in a timely manner.
Urban management administrative departments should publicize convenience service measures in communities or temporary construction waste storage sites.
Article 17 Units engaged in construction waste transportation activities shall meet the following conditions:
(1) Have an industrial and commercial business license;
(2) Have a fixed office space;

Units that meet the above conditions can only engage in construction waste transportation after being reviewed and approved by the urban management administrative department of the Municipal People's Government.
