Legal analysis: Chain operation is not a secret policy of the state. Chain operation is a form of commercial organization and management system. Legal basis: "Direct Selling Management Regulations" Article 10 A direct selling enterprise engaging in direct selling activities must establish a branch in the province, autonomous region, or municipality directly under the Central Government where it intends to engage in direct selling activities to be responsible for the direct selling business in the administrative region (hereinafter referred to as branches).

Direct selling enterprises shall establish service outlets in the areas where they engage in direct selling activities that are convenient and satisfactory for consumers and direct sellers to understand product prices, return and exchange goods, and provide other services provided by the enterprise in accordance with the law. The establishment of service outlets should comply with the requirements of the local people's government at or above the county level.

When a direct selling enterprise applies to establish a branch, it shall provide supporting documents and information that meet the conditions specified in the preceding paragraph, and shall submit an application in accordance with the procedures stipulated in Paragraph 1 of Article 9 of these Regulations. After obtaining approval, register with the industrial and commercial administration department in accordance with the law.
