1. There are some problems in the implementation process of production capacity replacement, mainly as follows:

1. The proportion of production capacity replacement is low, and there are no clear and specific replacement proportion requirements in non-key areas, making it difficult to suppress The problem of output increasing instead of decreasing;

2. The production capacity identification standards are not unified. The same furnace type has production capacity calibers such as filing, ordering, calculation, and design. During the replacement process, there are "number games" and "Edge ball" and other phenomena;

3. The whole-process supervision system is not perfect, and there are problems such as replacement equipment not being dismantled in time, "stopping instead of shutting down", "abnormal" furnace capacity, "one furnace with multiple points", etc. Phenomenon;

2. What must be included in the capacity replacement plan?

1. The public announcement of supporting facilities has been added, that is, the construction project must publicize the model, quantity and production capacity of the pretreatment and refining facilities. For example, supporting dephosphorization and desulfurization pretreatment devices, LF furnaces, RH furnaces and other refining facilities.

2. The exit project information is completely retained, that is, the region where the exit project is located, the name of the company, the model, quantity and production capacity of the exiting smelting equipment, and the dismantling schedule, etc.; involving cross-province (region, city) production capacity Replacement must be accompanied by a capacity transfer announcement.

3. Violations of the regulations, such as insufficient production capacity replacement, will be dealt with from two levels:

1. Fraudulent behavior during the steel production capacity replacement process and resulting adverse social impact Enterprises, design consulting units and evaluation agencies shall implement joint punishments in accordance with laws and regulations and hold relevant responsibilities accountable;

2. Regional and central enterprises that have lax audit controls and inadequate supervision shall be ordered to make rectifications within a time limit. Serious cases will be reported to the whole country, and relevant responsibilities will be investigated in accordance with laws and regulations.

Article 6 Construction of ironmaking and steelmaking capacity must implement capacity replacement respectively. The quantity of production capacity to be withdrawn during the replacement process shall be determined based on the quantity of production capacity in the smelting equipment list of the steel industry reported to the State Council in 2016 by the State-owned Assets Supervision and Administration Commission of the State Council and the provincial people's governments for recordation of the overcapacity reduction implementation plan; for legal and compliant smelting equipment built in 2016 and later , the quantity of production capacity to be withdrawn shall be determined in accordance with the "Production Capacity Accounting Sheet" (Annex 1). The quantity of construction capacity during the replacement process shall be determined in accordance with the "Production Capacity Accounting Sheet". Enterprises building dephosphorization converters must complete capacity replacement procedures. For the construction of non-blast furnace ironmaking, vanadium extraction converters, rotary kilns

submerged arc furnaces (RKEF) and other equipment, production capacity approval must be reported to the Ministry of Industry and Information Technology on a "one-by-one basis".
