Enterprises established by returned overseas Chinese and their relatives, in which the total amount of overseas remittances, domestic foreign currency and non-monetary investment discounts account for more than 25% of the total investment, shall be confirmed by the Overseas Chinese Affairs Department of the people's government at or above the county level.
