1. Fully understand the importance and urgency of accelerating the development of the elderly care service industry

Accelerating the development of the elderly care service industry, continuously meeting the growing needs of the elderly for elderly care services, and ensuring that the elderly enjoy the fruits of economic and social development are important elements of adhering to the people-oriented approach, implementing the scientific outlook on development, and building a harmonious socialist society, and are the basis for the progress of social civilization. It is an important symbol and an urgent need to cope with the rapid development of population aging in our province. Accelerating the development of the elderly care service industry and cultivating the elderly care service industry chain will help expand employment channels, promote the development of related industries, promote economic growth, and improve the quality and standard of life of all people. All localities and relevant departments must have a clear understanding of the development situation of the aging population in our province, further raise awareness, enhance the sense of urgency in developing the elderly service industry, take active and effective measures, and vigorously promote the development of the elderly care service industry.

2. Further establish and improve the elderly care service system

The development of the elderly care service industry should be aimed at meeting the growing demand for elderly care, and should be based on policy guidance, government support, social establishment, and market promotion. principles, overall planning, highlighting key points, adapting measures to local conditions, and providing classified guidance to gradually establish a service system that adapts to the development trend of the aging population in our province and meets the multi-level and diversified needs of various elderly groups, so as to achieve the healthy, orderly and rapid development of the elderly care service industry.

(1) Accelerate the development of social welfare undertakings for the elderly. Governments at all levels should proceed from the performance of social management and public service functions, regard social welfare for the elderly as the focus of the construction of the social security system, and while increasing financial investment, encourage and support social forces to participate in the elderly society in various forms and channels. Welfare undertakings provide free or low-cost services to needy elderly people. Attention should be paid to solving the elderly care problems of rural family planning families, especially those with only one child and parents with two daughters. By 2010, all towns and villages must build at least one fully functional nursing home, with no less than 50 beds in each hospital and an occupancy rate of no less than 80%; the four cities of Fuyang, Xuancheng, Chaohu, and Bozhou must each build one nursing home. 3. Increase policy support for elderly care service institutions

(1) Land for the construction of non-profit elderly care service institutions must be approved by the people's government at or above the county level with the authority to approve , land use rights can be provided through allocation; for land of other nature, land use rights can be provided in a paid way.

(2) For private elderly care service institutions that build their own houses and provide social elderly care with more than 50 beds, upon approval by the civil affairs department of the people's government at or above the county level, a one-time payment will be given based on the approved number of beds. (4) Medical institutions run by elderly care service institutions that have obtained practice licenses and meet the qualifications of designated medical institutions shall apply in accordance with relevant regulations and, upon approval, may be included in the designated coverage of urban employee basic medical insurance. For those who are insured by basic medical insurance among those adopted by elderly care service institutions, the medical expenses incurred by them for medical treatment in medical institutions run by designated elderly care service institutions shall be paid according to the provisions of basic medical insurance.

(5) Welfare and non-profit institutions invested and established by social forces such as government departments, enterprises and institutions, social groups and individuals to provide various services such as daily care, culture, nursing and fitness for the elderly. For-profit elderly welfare homes, nursing homes (nursing homes), elderly service centers, elderly apartments (including elderly care homes, rehabilitation centers, and day care homes) and other elderly service institutions are temporarily exempt from corporate income tax. 1. Establishment of institutions

(1) Give full play to the role of the District Federation of Non-Governmental Organizations in home-based elderly care services

2. The Subdistrict Warm Home Care for the Elderly Federation established a home care service evaluation team. The members mainly include relevant members of the Warm Home Care for the Elderly Federation, the Employment and Social Security Office, the Street Committee on Aging, and the Street Community Service Center.

3. The Community Elderly Service Association established a home-based elderly care service evaluation team. Members mainly include community neighborhood committee cadres, elderly service associations, employment and social security workstations and other relevant personnel, and also include the leader of the resident group of the person who needs services and 2-3 residents.

2. Establish a work team

(1) Management team. The Subdistrict Warm Home Care Elderly Association determines 1-2 full-time (part-time) management personnel, and the Community Elderly Service Association determines 3-5 full-time (part-time) management personnel.

(2) Service team. We will recruit healthy and capable subsistence allowance recipients and volunteer teams under the age of 45, as well as some members of community elderly service associations, to form a team of elderly care assistants of the elderly service association.

(4) Home care service managers and nursing assistants must have uniform name badges and certificates when working.

3. Service objects and standards

(1) Provide home-based elderly care services for the elderly over 60 years old. The service standard is tentatively set at 5 yuan per hour.

(2) Provide free services to socially isolated elders over 60 years old whose household registration and place of residence are in Yuhui District; provide free services to those over 60 years old who enjoy subsistence allowances and have difficulty living in families who are unable or partially unable to take care of themselves. Low-paid services are implemented for the elderly; for those whose per capita income of families over 100 years old is lower than the minimum living security line for urban residents in Bengbu City, on the premise of providing full security for their families, the elderly will be provided with a standard of 100 yuan per person per month. Provide elderly subsidies. The specific methods are as follows:

1. Apply. The elders themselves and their families may entrust the community residents committee to apply and fill out the "Yuhui District Community Elderly Service Association Service Application Form". Also provide the following materials:

4. Review and approval. The District Federation of Non-Governmental Organizations comprehensively reviewed and approved the "Yuhui District Community Elderly Service Association Service Declaration Form" submitted by the street, and signed and sealed it.

4. Door-to-door service

(1) Based on the service objects determined by application, evaluation, review and approval, select the corresponding nursing assistants to provide services according to the agreed service items.

(2) The community elderly service association, the nursing assistant, and the service recipient shall sign an integrity agreement, which shall come into effect upon approval by the Subdistrict Warm Home Care for the Elderly Federation.

(3) The Community Elderly Service Association will send and receive the "Service Situation Registration Form" of the nursing assistants to the service recipients once a month. If the service situation is outstanding, it will be reported to the Sub-district Warm Home Care Elderly Federation in a timely manner. , the street will give praise, criticism and make demands according to the situation.

5. Supervision and Inspection

(1) Feedback. After the nursing assistant comes to provide services, the service recipients can report the service status of the nursing assistant to the Community Elderly Service Association at any time.

(3) Assessment. The Community Elderly Service Association evaluates nursing assistants once a month based on their service quality.

(4) Time limit. The Community Elderly Service Association should complete the evaluation within 2 working days after receiving the applicant's application, the Street Warm Home Care Elderly Federation should complete the evaluation within 3 working days, and the District Federation of Non-Governmental Organizations should complete the evaluation within 5 working days. (5) Supervision. The District Federation of Non-Governmental Organizations conducts random inspections on the work of the Sub-district Warm Home Care for the Elderly Federation, comprehensively supervises the progress of the inspection work, understands the situation, and solves problems.

The Subdistrict Warm Home Care Elderly Federation should strengthen the guidance of community home care services, especially the supervision and management of elderly care assistants through effective methods to ensure the quality and effectiveness of service work.

The Warm Home Care for the Elderly Federation in each neighborhood should set up an open hotline to receive opinions from all parties on home-based elderly care services at any time.

6. Funding
