Shenbei New District is located in the northern suburbs of Shenyang City, across the Liao River to the north, Wanquan River and Tieling and Faku County to the east. It is adjacent to Fushun City and Tieling County, and to the west is connected to Xinmin City and Yuhong District. The total area is 852 square kilometers. The total population is 280,000 (2004).

Historical evolution
March 2006, Shenyang Municipal People's Government Approved: Xinchengzi District and Shenyang Huishan Agricultural High-tech Development Zone jointly work together to establish Shenbei New District. Huishan Street in Dongling District (i.e. Shenyang Huishan Agricultural High-tech Development Zone) is institutionally placed under the jurisdiction of Shenbei New District; part of the administrative areas of Puhe Town and Magang Township (i.e. Wangbin Township in the former Xinchengzi District and Lianhua Town in Puhe Town , Xintun, Mazhuangzi 3 villages), Gaokan Town, Mantang Manchu Township and Yingda Street in Dongling District are managed areas of Shenyang Qipanshan International Scenic Tourism Development Zone (not a formal administrative area), among which Gaokan Town in Dongling District Hemantang Manchu Township is organized and managed by Shenyang Qipanshan International Scenic Tourism Development Zone.
On October 8, 2006, the Ministry of Civil Affairs approved the "Reply on the Renaming of Xinchengzi District, Shenyang City, Liaoning Province to Shenbei New District" (Minhan [2006] No. 300): It was agreed to change the name of Xinchengzi District, Shenyang City to Shenbei New District The district was renamed Shenbei New District.
On January 19, 2007, the Liaoning Provincial Government (Liao Zheng [2007] No. 18) approved: agreeing to cancel the organizational structure of Cailuo Town and Daoyi Town in Shenbei New District, and retain the Cailuo and Daoyi sub-district offices; Hushitai Town and Puhe Town in Shenbei New District were abolished and Hushitai and Puhe sub-district offices were established.
On December 24, 2007, the Shenyang Municipal People's Government approved (Shen Zheng [2007] No. 261) that Shenbei New District cancel the Huishan Subdistrict Office and Puhe Subdistrict Office, and merge and establish the Huishan Subdistrict Office at. The merged Huishan Subdistrict Office covers an area of 88.28 square kilometers, governs 20 communities, and has a population of 93,000. The office address is No. 123 Huishan Street. On December 26, 2007, with the approval of the Provincial People's Government (Liao Zheng [2007] No. 236), it was agreed to establish the Shenbei New District Wangbin Subdistrict Office, which has jurisdiction over Wangbin Village and the original Puhe Subdistrict Office. The six villages (Zengzigou, Zhangzigou, Heilinzi, Hexin, Fangshengou and Shanchengzi) under the original jurisdiction of Wangbin Township (an area of 25.85 square kilometers) were included in Magang Township. After the zoning adjustment, the seat of the Magang Township government (Liutiaohe Village) remains unchanged, with an area of 103.5 square kilometers and jurisdiction over 19 village committees. 2. Adjust the administrative area of Puhe Town. The six villages of Wangbin, Nansanjiazi, Dongsijiazi, Yanjia, Gulizi and Wangou (an area of 25.12 square kilometers) under the original jurisdiction of Wangbin Township were included in Puhe Town. On December 26, 2017, the Ministry of Agriculture recognized Shenbei New Area as the second batch of demonstration counties (cities and districts) in the country that have basically realized the full mechanization of major crop production.
On February 16, 2016, Shenbei New District was included in the list of counties (cities, districts) with basically balanced development of compulsory education in the country in 2015.
