Article 2 These Rules are applicable to the management of all production equipment of industrial transportation enterprises owned by the whole people (hereinafter referred to as enterprises) in our city. Third enterprise equipment maintenance work should gradually turn to socialization and specialization and cooperation, and change the unreasonable maintenance organization form in existing enterprises as soon as possible. The municipal equipment management institutions at all levels should strengthen the leadership of equipment maintenance technology research work. Article 4 The competent departments of enterprises shall, in accordance with the principle of hierarchical management, conduct business guidance, supervision and inspection on the equipment management of enterprises. If an enterprise wants to set up an equipment management organization, its organization must be adapted to the equipment ownership, technical complexity and production scale, and keep the organization and full-time engineers and technicians relatively stable. Fifth enterprise equipment management economic and technical indicators should be included in the director (manager) term responsibility system objectives and audit content. The economic and technical indicators of assessment mainly include:

(1) the intact rate of main production equipment;

(2) Effective utilization rate of equipment;

(3) Withdraw equipment depreciation fund and major repair fund;

(4) equipment newness value;

(5) major equipment accidents.

the above assessment indicators shall be audited by the competent department of the enterprise in the first quarter of each year. Article 6 The status of enterprise equipment management should be regarded as a prerequisite for enterprise appraisal and upgrading. The main economic and technical indicators of enterprise equipment management shall be implemented after being approved by the competent department of the enterprise. In various forms of contract or lease contracts within an enterprise, equipment management assessment indicators must be listed and linked with the interests of contractors and lessees. Chapter ii responsibilities of relevant departments in equipment management article 7 the municipal, county (city) and district economic commissions (by the planning commission) are the comprehensive management departments of equipment management in industrial transportation enterprises owned by the whole people, and their responsibilities are:

(1) to implement the laws, regulations, rules and policies of the state, provinces and municipalities on equipment management. To formulate rules and regulations for equipment management in this region;

(2) Organize and lead the local equipment management, supervise and inspect the use of enterprise equipment overhaul fund and depreciation fund, analyze the causes of major and extraordinarily serious equipment accidents, and deal with major accidents according to regulations. (3) jointly with the state-owned assets management department, organize the adjustment of idle equipment in the region, organize equipment maintenance in specialization and cooperation, and promote the socialization of maintenance, commercialization of general parts and localization of imported parts;

(4) Organize the evaluation of equipment management in the local area, organize the exchange of experience and professional training for employees, and conduct supervision and spot checks on the equipment management of enterprises;

(5) Organize horizontal contact between enterprises and scientific research institutions and universities, study measures to improve the level of equipment management and maintenance, and carry out scientific research and popularization and application of modern equipment management and maintenance technology;

(6) organize comprehensive statistics on technical indicators of equipment management, and regularly grasp the planning and implementation of economic and technical indicators of equipment management. Article 8 The municipal, county (city) and district departments in charge of enterprises are the departments in charge of equipment industry management, and their duties are:

(1) To implement the laws, regulations, rules and policies of the state, provinces and cities on equipment management, and formulate specific measures for implementation in combination with the actual work of their own departments;

(2) responsible for the organization and leadership of equipment management in this system. Supervise and inspect the rational use of major repair funds and depreciation funds of affiliated enterprises, and organize the analysis of major and extraordinarily serious equipment accidents. The municipal department in charge of enterprises is responsible for handling major accidents.

(3) Organize the exchange of experience in the equipment management of this system, conduct a systematic inspection of the equipment management of enterprises once a year, be responsible for compiling the business training plan for equipment managers in this system, and organize training;

(4) Organize the adjustment of idle equipment in this system, and organize the equipment management planning and planning in this system in order to realize the local equipment maintenance in specialization and cooperation, the commercialization of general spare parts and the localization of imported spare parts;

(5) Organize horizontal contact between enterprises and scientific research institutions and universities, study measures to improve the level of equipment management and maintenance, and carry out scientific research and popularization and application of modern equipment management and maintenance technology;

(6) To be responsible for the management of refined, large, rare and key production equipment, the approval of equipment scrapping and other business related to equipment management;

(7) organize comprehensive statistics and summary of economic and technical indicators of equipment management. Chapter III Planning, Purchase, Installation and Commissioning of Equipment Article 9 Enterprises shall formulate equipment development plans and annual implementation plans in combination with production development plans, and clarify the responsibilities and division of labor between equipment management departments and other departments in accordance with the principle of integrated equipment management:

(1) Equipment management departments of enterprises shall keep abreast of the development trends of equipment at home and abroad in a timely manner, so as to provide reliable basis for the selection and purchase of equipment of enterprises;

(2) The equipment management department of an enterprise must participate in the planning, selection, purchase, installation and debugging of outsourced equipment (including imported equipment), and put forward the requirements of maintainability, economy and reliability of the equipment. When commissioning is handed over to production, it must be connected with daily management and maintenance;

(3) The enterprise shall establish the equipment handover acceptance system of the construction unit and the user department, and the equipment management department shall be responsible for organizing the acceptance handover. The acceptance certificate shall be submitted to the financial department for the record at the same time;

(4) For the purchase of important equipment, with the support of the factory director or chief engineer, all business related departments should be organized to conduct technical and economic demonstration, and after being reported to the relevant departments for examination and approval, the equipment management department of the enterprise should be responsible for the selection and purchase of equipment.
