(6) organize comprehensive statistics on technical indicators of equipment management, and regularly grasp the planning and implementation of economic and technical indicators of equipment management. Article 8 The municipal, county (city) and district departments in charge of enterprises are the departments in charge of equipment industry management, and their duties are:
(1) To implement the laws, regulations, rules and policies of the state, provinces and cities on equipment management, and formulate specific measures for implementation in combination with the actual work of their own departments;
(2) responsible for the organization and leadership of equipment management in this system. Supervise and inspect the rational use of major repair funds and depreciation funds of affiliated enterprises, and organize the analysis of major and extraordinarily serious equipment accidents. The municipal department in charge of enterprises is responsible for handling major accidents.
(3) Organize the exchange of experience in the equipment management of this system, conduct a systematic inspection of the equipment management of enterprises once a year, be responsible for compiling the business training plan for equipment managers in this system, and organize training;
(4) Organize the adjustment of idle equipment in this system, and organize the equipment management planning and planning in this system in order to realize the local equipment maintenance in specialization and cooperation, the commercialization of general spare parts and the localization of imported spare parts;
(5) Organize horizontal contact between enterprises and scientific research institutions and universities, study measures to improve the level of equipment management and maintenance, and carry out scientific research and popularization and application of modern equipment management and maintenance technology;
(6) To be responsible for the management of refined, large, rare and key production equipment, the approval of equipment scrapping and other business related to equipment management;
(7) organize comprehensive statistics and summary of economic and technical indicators of equipment management. Chapter III Planning, Purchase, Installation and Commissioning of Equipment Article 9 Enterprises shall formulate equipment development plans and annual implementation plans in combination with production development plans, and clarify the responsibilities and division of labor between equipment management departments and other departments in accordance with the principle of integrated equipment management:
(1) Equipment management departments of enterprises shall keep abreast of the development trends of equipment at home and abroad in a timely manner, so as to provide reliable basis for the selection and purchase of equipment of enterprises;
(2) The equipment management department of an enterprise must participate in the planning, selection, purchase, installation and debugging of outsourced equipment (including imported equipment), and put forward the requirements of maintainability, economy and reliability of the equipment. (3) The enterprise shall establish the equipment handover acceptance system of the construction unit and the user department, and the equipment management department shall be responsible for organizing the acceptance handover. The acceptance certificate shall be submitted to the financial department for the record at the same time;
(4) For the purchase of important equipment, with the support of the factory director or chief engineer, all business related departments should be organized to conduct technical and economic demonstration, and after being reported to the relevant departments for examination and approval, the equipment management department of the enterprise should be responsible for the selection and purchase of equipment.
