Policies for entrance examinations and further studies:
(1) Establish a special master's degree enrollment plan for "retired college students and soldiers". Based on actual needs, a certain number of special programs are arranged every year to recruit retired college students and soldiers. It shall be issued separately within the total scale of national graduate enrollment and shall not be misappropriated. Starting from 2021, the enrollment scale of "special master's degree students" for retired college students and soldiers will be expanded to 8,000, with the focus on the efficient construction of "double first-class".
(2) Incorporate the military service status of college students (including college freshmen) into the selection index system for recommended students. Universities that recommend outstanding fresh undergraduate graduates to pursue postgraduate studies without examination are encouraged to incorporate their military service performance during their school years into the selection index system of recommended students based on the specific conditions of the school when formulating their selection methods. Retired personnel who have won second-class merit or above in the military and meet the requirements for postgraduate registration can be exempted from the examination (referring to the preliminary examination) to study for a master's degree.
(3) Expand the scope of postgraduate entrance examination bonus points to current college students (including college freshmen). On the basis that retired personnel continue to implement the policy of enjoying extra points according to regulations for fresh graduates from ordinary universities after retirement, current students from ordinary universities (including freshmen from universities) are allowed to enlist in the army for compulsory military service and retire, and to participate in the national master's degree program within 3 years after completing their undergraduate studies. For the admissions examination, 10 points will be added to the total score of the preliminary examination, and admission will be given priority under the same conditions.
(4) A separate enrollment plan will be implemented for retired college students and soldiers to graduate from junior college to bachelor’s degree. Higher vocational (junior college) students are drafted into the army to perform compulsory military service and retire. After completing higher vocational studies, they take the general undergraduate college-to-bachelor examination. A separate plan is implemented. (5) Relax restrictions on retired college soldiers returning to school and changing majors. College student soldiers who return to school after retiring can transfer to other majors in the school with the consent of the school and follow relevant procedures.
(6) Those with a higher vocational (college) degree can enroll in an adult undergraduate program without taking the exam after retiring, or can enroll in an ordinary undergraduate program after passing certain assessments; After completing (junior college) studies, students can enter general undergraduate programs without examination.
Employment and Entrepreneurship Policy
The retired military affairs department at or above the county level shall organize college retired soldiers to participate in vocational education and skills training.
