1. When the purchaser and procurement agency collect the bid bond, they shall not refuse the bid bond paid in the form of letter of guarantee for any reason, and at the same time reduce or exempt the performance bond for government procurement projects.
2. Buyers and procurement agencies should provide suppliers with electronic procurement documents free of charge, so as to reduce the cost of enterprises participating in government procurement.
3. Financial institutions engaged in financing business of government procurement contracts give preferential policies to small and medium-sized enterprises that have signed government procurement contracts, such as reducing loan interest rates, increasing financing quotas and simplifying loan approval procedures.
4. For projects that meet the payment conditions stipulated in the government procurement contract, the purchaser shall pay the procurement funds in full within 15 days after receiving the invoice, and shall not delay the payment for various reasons, and fully support the enterprise to revitalize the existing funds of government procurement projects.
5. For projects that are not specifically for small and medium-sized enterprises, the price of products of small and micro enterprises will be deducted by 1%, and the deducted price will be used to participate in the review.
6. Buyers are encouraged to agree on advance payment when signing government procurement contracts with small and medium-sized enterprises. In principle, the advance payment ratio is not less than 3% of the contract amount, and the advance payment ratio of procurement contracts related to epidemic prevention and control can reach 1% at the highest.
