At present, the integrated development of intelligent and networked automobiles is accelerating, but there are still some legal provisions missing, such as the identification of intelligent networked automobile product safety responsibility, traffic accident responsibility, automatic driving responsibility subject and automatic driving ethics. In terms of system data, there is a lack of unified standard data hub, insufficient integration of human, vehicle, road and field signal systems, and data barriers exist. The main body of automobile data security and privacy protection, information infringement responsibility and safety guarantee responsibility still has problems such as the lack of legal provisions.
Zhu Huarong suggested that the laws and regulations system of intelligent networked vehicles should be improved to accommodate the development of emerging industries within a safe and controllable range. In addition to intelligent networked cars, the liberalization of the ratio between enterprises and shares of joint venture cars is also one of the focuses of attention in the industry. At the same time, strengthen the supervision of local governments on financial and tax incentives for foreign-funded car companies, avoid foreign investors from repeatedly obtaining preferential policies in local governments, and guide local government policies and foreign investors to support the electrification transformation of existing joint ventures.
In addition, Zhu Huarong once again suggested replacing paper vehicle certificate with electronic certificate this year, and realizing system management through information technology. By opening up the industrial chain information management system, the online circulation of work processes among "consumers, vehicle manufacturers, dealers, financing institutions and vehicle management offices" can be realized.
With regard to improving the ability of mental health services in the workplace, Zhu Huarong believes that government departments should take the lead in establishing a publicity mechanism for mental health services and a reasonable and effective assistance mechanism linked by social enterprises, and explore the inclusion of mental health-related expenses in medical insurance.
