Article 1. Article 2 The term “ethnic education” as mentioned in these Regulations refers to the education provided to Oroqen and other ethnic minority citizens within the administrative area of ​​the autonomous banner, which is mainly based on school education and has the basic content of imparting scientific and cultural knowledge and inheriting the excellent traditional culture of the ethnic group. The term "ethnic schools" as mentioned in these regulations refers to public ethnic education units such as ethnic kindergartens, ethnic primary schools, ethnic middle schools, ethnic vocational and technical schools, etc., which mainly educate ethnic minority citizens.

The term “preschool education” as mentioned in these Regulations refers to the care and education for preschool children over three years old and under six years old. Article 3 The people's governments at all levels of the autonomous banner shall give priority to the development of ethnic education, incorporate it into the national economic and social development plans and annual plans, and focus on supporting the education of the Oroqen and other ethnic minorities.

The People's Government of the Autonomous Banner adopts special policies and measures based on ethnic characteristics and regional characteristics to ensure the preschool education, basic education, vocational education, special education and continuing education of ethnic minorities, and coordinate the development of the education industry of the Autonomous Banner. Establish and improve a lifelong education system. Article 4 The education administrative department of the People's Government of the Autonomous Banner is responsible for the ethnic education work of the Autonomous Banner, and other relevant departments shall do a good job in ethnic education work within their respective scope of duties. Article 5 The People's Government of the Autonomous Banner shall make overall plans, rationally determine and adjust the ethnic education structure, school layout and school-running forms, deepen educational reform, and comprehensively promote quality education. Article 6 The People's Government of the Autonomous Banner shall strengthen the leadership and management of ethnic education, establish an ethnic education management agency in the education administration department, and staff it with full-time personnel to guide and manage ethnic education affairs. Article 7 The establishment, dissolution and merger of ethnic schools in an autonomous banner shall be approved by the People’s Government of the autonomous banner and reported to the superior competent department for record.

Article 8 The people's government of the autonomous banner shall set up special ethnic education funds and include them in the fiscal budget to improve the conditions for running ethnic schools, support and reward ethnic minority students, and train principals and teachers of ethnic minority schools. The per-student funding and public funding standards for ethnic minority schools should be higher than those of ordinary schools at the same level, and should be increased in a timely manner based on the economic and social development conditions of the autonomous banner. Article 9 The People's Government of the Autonomous Banner shall give priority to ensuring that school-age children of the Oroqen ethnic group receive preschool education and high school education. Care will be given to other minority students receiving high school education. Article 10 The People's Government of the Autonomous Banner shall increase the scholarship standards for primary and secondary school students of the Oroqen, Ewenki and Daur ethnic groups.

Oroqen students with household registration in the Oroqen Autonomous Banner who are admitted to colleges and universities will enjoy tuition subsidies provided by the Autonomous Banner; those who obtain graduate degrees or above will be supported and rewarded by the Autonomous Banner. For other minority students whose household registration is in the Oroqen Autonomous Banner, financial aid will be provided based on the family's economic status. Article 11 The People's Government of the Autonomous Banner adopts various forms to help minority students receive higher education. In accordance with national regulations and the actual needs of the autonomous banner, Oroqen, Ewenki, Daur and other ethnic minority students are systematically selected to study in colleges and universities inside and outside the region. Article 12 The People's Government of the Autonomous Banner shall, on the basis of consolidating the achievements of nine-year compulsory education, develop various forms of vocational education and continuing education for ethnic minorities, cultivate all kinds of applicable talents, comprehensively improve the quality of ethnic minority workers, and ensure that the Oroqen Investment in ethnic vocational education and continuing education. Article 13 The People's Government of the Autonomous Banner shall support and encourage scientific research on ethnic education, give priority to the promotion of scientific research and reform experimental results on ethnic education, and attach importance to and support the compilation and publication of various ethnic education textbooks, the production of teaching courseware, and the development of audio and video materials.

The People's Government of the Autonomous Banner will reward ethnic education units, institutions and individuals that have made outstanding contributions or achieved outstanding results in ethnic education and scientific research. Article 14 The education administrative department of the People's Government of the Autonomous Banner shall give priority to the arrangement of teaching materials, books, instruments, music, physical education, and aesthetic education equipment and modern teaching equipment needed by ethnic schools.

The education and training funds required by off-campus educational institutions such as the Autonomous Banner Youth Activity Center and the Student Social Practice Base and the necessary maintenance fees for the facilities should be included in the Autonomous Banner’s financial budget. Article 15: The Autonomous Banner encourages and supports social forces to run schools and encourages donations for ethnic education. Article 16 The People's Government of the Autonomous Banner shall take measures to improve the working and living conditions of teachers and staff in ethnic schools and improve their remuneration. Article 17 The People's Government of the Autonomous Banner encourages teachers to teach in schools and kindergartens in townships, towns and kindergartens where the Oroqen people live, and increases performance-based pay. Article 18 The People's Government of the Autonomous Banner shall ensure the establishment of teachers and staff in schools for ethnic minorities in accordance with national policies and regulations and ethnic education needs.

Article 19: Schools for ethnic minorities should attach great importance to educating students on the excellent traditional culture of their own ethnic groups and carry out cultural, artistic, sports and other activities with ethnic characteristics.
