1 Foreword

Disclosing government information to the whole society is conducive to establishing channels for communication with the public, widely accepting public supervision of the government's exercise of rights, and is also conducive to the sharing of government information among government departments.
Information networks are gradually becoming the main carrier for people to obtain information and realize various social functions. Portal website is one of the main channels for the government to transmit government information with the help of information network. The construction of portal websites provides an efficient and convenient communication channel for the online disclosure of government information. As a result, the online disclosure of government information has achieved wide dissemination, strong interactivity and great social influence. In recent years, the online disclosure of land and resources government information has made great progress. It initially provided information-based services such as neat and single functions and service procedures, and gradually transitioned to currently also providing administrative approval results query services. 2.2 Construction of portal websites of local land and resources management departments

In 2004, 31 out of 32 provincial-level units established portal websites to disclose government affairs; among 333 municipal-level units, 141 established external service websites, and another 60 municipal-level units compiled their own government affairs information. 3 The current status of the online disclosure of land and resources government information

3.2 Disclosure content

In 2005, the Ministry of Land and Resources adjusted the requirements for the disclosure of government information in various regions, requiring the disclosure of 32 items at the provincial level and 41 items at the municipal level.
Among the 32 provincial-level units across the country, in 2004, more than 90% of the projects had a disclosure rate of laws, regulations and related policies, exploration rights and mining rights approval procedure requirements and time limits, and land use approval procedure requirements in a timely manner. The projects with a disclosure rate of less than half include the overall land use plan, the annual land use plan, the benchmark land price and the demarcated land price, etc. In 2005, more than 90% of the projects with a disclosure rate were laws, regulations and local policies and regulations, the basis, requirements, procedures and time limits for land use and mining rights approval, public welfare geological data, land and mineral charging items, standards, basis and payment Time limits, the basis, requirements, procedures and time limits for the approval of exploration rights and qualifications, etc.; items with relatively low disclosure rates include land change survey statistics, mineral resource reserve registration statistics, and administrative penalty results of typical land and mineral illegal cases, etc. . Among the 333 municipal-level units across the country, only 20 units disclosed more than half of their projects in 2004; in 2005, 73 units disclosed more than half of their projects.

3.3 Analysis of the current situation of online disclosure of land and resources government information

(4) Regional development is unbalanced, and the degree of online government information disclosure in the east is significantly higher than that in the west. The overall level of online disclosure of government information in the western region lags behind that of the developed eastern regions. More than 80% of the units that have not disclosed online government information are in western cities.
(5) The scope and degree of disclosure of government information that the public is concerned about are not high yet. For example, the disclosure rate of land acquisition compensation and resettlement standards, resettlement plan announcements, and land supply plans in various cities is less than 30%.
(6) The level of publicity of administrative approval results and administrative management results projects is significantly lower than that of notification projects. Most of the projects with a relatively high degree of disclosure in the past two years are notification projects, while the disclosure rate of land use approval results, land change survey data, exploration rights and mining rights approval results is relatively low.
(7) Interactive projects such as online service halls and trading floors are still in their infancy.
4 The development of land and resources portals and the online disclosure of government information
The construction of land and resources portals and the development of online disclosure of government information are complementary to each other. 5 Outlook
To carry out the online disclosure of government information and realize the efficient use of government information, an open and highly integrated portal is required as a technical support. In order to improve the effectiveness and comprehensiveness of the utilization of information resources, we adopt the method of using the home website of the land and resources department as the central site of the land and resources management department, and the various types of websites of other public institutions directly under the ministry and the land and resources management departments of various regions as sub-sites. It can strengthen the integrity and consistency of government information released by the land and resources system, and can also enhance the dominance and authority of departmental household websites. On the one hand, it is helpful to change the current situation in which data and system resources in the land and resources system are relatively scattered, the degree of integration is relatively low, and websites are repeatedly constructed and the utilization rate is low; on the other hand, it is helpful to avoid the duplication of some public information. Being open to the public can save website construction costs and human resources, and to a certain extent, it can also help promote the in-depth development and utilization of information resources and provide the public with convenient "one-stop" overall services.
