It is the transition from a traditional authoritative government to a democratic government. West Asia and North Africa either have strongman politics like Libya, Egypt, and now Syria, or they have dual monarchies like Saudi Arabia that transition to democratic systems after turmoil. From a general political theory perspective, the success of transformation depends on: elites no longer seek to achieve their goals through extra-systemic, non-democratic, external intervention, or split-country methods; the public recognizes procedural justice and institutional arrangements and does not support them. Violating the justice of procedures and systems; the behavior of political decision-makers is strictly restricted by constitutional rules, and the military, churches, and oligarchs cannot interfere in politics wantonly.
