The selection of countries for transfer students began in 1965.
In June 1965, based on Comrade Liu Shaoqi’s suggestion, the Party Committee of the Ministry of Higher Education submitted a report to the Central Committee on the issue of assigning a group of college graduates to work at the grassroots level.
The central government attaches great importance to it and approved the "Request for Instructions on Assigning a Group of Higher Liberal Arts Graduates to Work in Grassroots Units below the County Level" drafted by the Party Committee of the Ministry of Higher Education based on the suggestions of the central leadership comrades, and promptly forwarded it to various places for research Implementation, the nationwide selection and transfer of students begins.
Selection criteria for selected students:
1. Outstanding students who are interested in engaging in party and government work and have development potential.
2. Must pass the selection examination. The selected candidates have a strong sense of professionalism and responsibility, are willing to work at the grassroots level, are physically and mentally healthy, can adapt to the needs of grassroots work, are diligent and dedicated, and are willing to contribute.
3. Member of the Communist Party of China.
4. Fresh graduates with a full-time undergraduate degree or above who are recruited within the national plan of general universities across the country, have excellent academic performance, solid basic knowledge, and can graduate as scheduled and obtain the corresponding academic degree certificate. Since 2011, former college graduates who have participated in grassroots service projects in some provinces and meet the selection requirements can also apply.
5. Undergraduate students must be “Three Good Students”, “Excellent Student Cadres” or second-class “Excellent Student Scholarships” or above at the school level, and graduate students must be “Three Good Graduates” or above the school level. Winners of “Excellent Graduate Cadres” or “Excellent Graduate Student Scholarships”.
